It's empty marketing talk, they're probably reducing capex due to global and UK economical forecasts, and because they've already placed orders and begun projects in the UK and China, they're using that to save face. Let's face it, work on the UK additions began years ago, they knew all along that they were spending that money, and were still happy to plan a new park in Belgium... All that's changed is that they've decided that they don't want to spend any more.
"Merlin confirms that it wants to focus on existing parks in Europe and those under construction in China." is definitely a round about way of saying we just don't have the budget anymore.
Legoland Charleroi may be dead and buried, but talks are ongoing with the owners of Parc Spirou in France to build a similar park on the site, using about a third of the land set aside for Legoland.
