Since Phantasialand started to be a discount park, it is a very good candidate. Getting into the park for >30€ is tough to beat.
Europa-Park is always in the raffle due to the sheer amount of experiences on offer.
The Versa-Bart has some issues with lap bars, its legs are very thick. Many coasters won't allow a dispatch because the restraint isn't closed enough, some won't even close at all.
With B&M clamshells, the restraint isn't even able to get into the first ratchet. Trust me, we tried :-)
Most test-dummies seem to be somewhat manufacturer specific, and I believe those are as well.
Afaik, there are only 2 manufacturers that really sell those dummies outside the industry, those being Testmankeni and Roto Power.

Australia as a whole isn't known for it's stellar operations. At least you got 2 trains, when I visited in October, DC Rivals ran 1 train with a 30 minute queue. But considering that, their ops were mostly reasonable, albeit on the slower side.
I haven't yet had the honour of experiencing chinese dispatches, but I am not looking forward to them. The only park outside of Disney had a walk-on queue on their count, so no troubles there.
Which shouldn't be something to write home about...
