Dodgy spyware-type-thing Help!

Despite all internet virus protection things that I've got on my laptop telling me I've got no viruses, every now and then I'm getting this Broadband thing pop up on my computer screen and it won't disappear unless I restart my computer/log-off and log-back-on-again.

My task manager doesn't show it as an Application running, and I can't find it through Google searching, so can anybody explain to me what it actually is and tell me how I could get rid off it please? (And, no, I'm not really willing to mess around with what antivirus programmes are on my computer. I've tried free ones like Avast before and they just end up horribly slowing my computer)

Is it a pop-under ad of some kind from a website? Do you use ad-block plus with Firefox?

Have you installed software that came on a CD with your broadband provider? Could be that only it's a bit broken (because they're ****)?
 
It doesn't seem to matter what website I'm on, it just appears randomly every 2 weeks to a month or so. Like, today it appeared whilst watching a Youtube video [Rowan Atkinson Live- Highly recommended if you haven't seen it before!].

At home, I just get my internet through a wireless router downstairs, and that goes to about 5 other computers without them getting any problems. At the moment I'm on my Uni internet anyway.

It may be from some dodgy site which I may have been on at some time, but no Virus/Adware/Spyware/Whatever programme has ever picked anything up from it. :?

Edit: If the answer is to just download some free Malware/Virus removal programme to get rid of it, I could give it a try if recommended, and then just uninstall the programme afterwards?
 
It seems far too innocuous to be spyware. They're aggressive and cause far more problems.

It looks more like some rogue bit of legitimate installed software, like internet connection or a built in laptop "monitor" or something. If everything works and stuff, I'd not worry. If you are worried, then I'd go through the installed programs and start taking out anything that looks like it came pre-installed, or was installed on the back end of another driver somewhere. Erm, it's something you just get a feel for doing though and you can end up stopping stuff from working if you're not careful.

Ahhh, ok.
I'm not really that worried about it (well, I would have been if someone had started their first post with "You're lucky to still have your computer working" or something like that :p), but it just gets annoying and I really can't be arsed to restart every time. :p

Obviously, using a Mac would stop this as your computer would either be:

a) with Apple getting repaired every three weeks
b) refusing to connect to a none-Apple wifi network so you couldn't get any kind of virus on it...
