Firstly welcome to CoasterForce.
Just a friendly reminder that punctuation is key around these parts.
I assume you want to know how to start your own topic? If so this is incredibly easy, all you need to do is go to the RCT 3 section of the forums and click the "New Topic" tab near the top and go from there.
If you cant see this tab, you may have to make I or two more posts in the forums as users with less then 5 or so posts are restricted as a way of controlling bots and what not.
