According to Intamin, they're max speed with LSM launches are 250 kph. Given that Falcon's Flight speed record is rumored to be exactly that, I doubt they'd want to pour more money into it just to take it by 1 or 2 kph.
How is it definitely not a count? It's got a coaster-like train, running at all times on coaster-like rails. Imagine it without any water, would you still consider it definitely not a count?
They also announced the name in that same post. It ain't Roller-Coaster (as on the official merch) nor Furacão (as in the thread title) but simply FLASH COASTER.

During our two-day-visit on June 12 and 13 we didn't notice any downtimes of TT2 while all other major rides where at least down once for at least an hour. The ride itself is quite fun and apart from a lot of vibrations that don't hurt during the launches relatively smooth.
