It's this thing, which is hard to make out from the picture. They're deer on some continuous loop that carry people partway up the hill. It seems they then transfer to some kind of conveyer belt to get the rest of the way.

Tower of Terror is f**king awful. It seems to have completely disappeared from all the "Wow! This is CRAZY!" commentary that it used to get years ago. It was a huge bucket list coaster for a lot of people for a while, but has just massively fallen off the radar. I really liked the park though...

Fun fact (or not). That roundabout at the beginning of the report used to hold the Guinness world record for largest fountain. I have not idea how that was measured since it didn't seem all that big even when it was holding the record.
