It does get surprisingly windy in Riyadh, though. Very frequently I'm dealing with sand storms or at least poor air quality due to the dust blowing in.

Yeah the rain is a tire drive tire thing and it's a fairly common issue with these types of rides. Not necessarily a Pax thing. Some parks have put covers over their tire drives as one solution.
But yes, the park did explicitly confirm that the ride will not run at all with any rain.
The park confirmed to me in an e-mail that it is open until the end of their season. So November 2. They did also confirm it does not run in the rain.
I'll be there October 30, so hoping for good weather!
