why do Intamin make mega coasters that use 2 tube track then over-support it??

Simple, the bi-rail (2 tube) is much weaker than tri-rail (3 tube) which in it's term is weaker than quad-rail (4 tube), and when they are forced to use bi-rail (as you asked) on places where the other track types are to big, like close to the ground, they have to use more supports to strengthen the track to counteract the use of a weaker track type...

Could also be that the tri-rail is a lot more expensive to manufacture and in some places it's cheaper to use more supports and bi-rail than tri-rail and fewer supports...

It could also be that the ground can't handle the loads that the footers for stronger track will put into the ground, due to that it's soft clay (which is plausible in a lake) thus using many footers would reduce the loads, and then you could use bi-rail since you have that many supports...

Most likely a mix of these, or for some other reason, but these were those I could think of at this point...
