If you could create the ultimate vacation destination

Let's say there are hundreds upon hundreds of square miles of open land, and you could make the next Dubai, Orlando, and Las Vegas; what kinds of things could you put in it? There are many interesting things that such a place could have, like massive shopping malls, resort hotels, integrated resorts, theme parks, waterparks, family entertainment centers, and many other kinds of interesting attractions and stuff.

For theme parks, you could have a Cedar Fair park, a Six Flags, a Merlin Entertainments park a Busch Gardens, a Seaworld resort, a Universal resort, a Disney resort, a Legoland, etc.

There are so many other different things I could list, but it would take forever to do. What kinds of things would you add for your ultimate leisure destination?
