It all depends on a parks operations. If your ops are good, a moving station will give you plenty of time to dispatch a train and take stress of the operators.
If you’re short staffed, or your procedures just take long, it will hamper the dispatches as the whole station comes to a full stop...

Might just be a different mix to accomodate for lower temperatures. I have a wheel used for testing the coasters prior to opening, and that looks the same.
I also don't know if Voltron uses larger diameter wheels.
Please note that this will not be the rides final speed. The park stated in the comments that the ride is running (a bit) faster than it will during normal operations. If it were my descision, I would keep the speed as it is :)
