As for how to go about it, throw this ridiculous money at it straight away. Make it world class from the outset and steadily grow from there.
It's an over the top, unbalanced lineup that's ridiculously self-indulgent, but you said I've got the money so lets make my RCT2 park a reality.

Also, there are the two largest casinos in North America on huge Native American reservations that are rugged with hills and lakes around the casino up to 500-1000' tall, but the nearest lake being an easy walk from the casino. I would present the idea there, there's the funding (expand casino to parents and new customers get people to spend more time [therefore money] at the casino by giving groups things to split and do + park money). It's also smack in the middle of Boston, Providence, and New York City, which does not have a park, don't say SFNE, it doesn't count, and it's too small for people in those cities to travel to.

With casino money, you could start big. Boardwalk around the lake, ice skating safety detection system to use in winter, and lights for said activity, and.......start with 2-3 terrain coasters. :)

I've thought about this too a lot. I think that the coaster selection would be relatively simple. I would take the best available from the different designers. I don't want to go into that a the moment. I'm more concerned with the approach and the operation of the park.

I would design my park as being an experience that has the efficiency, technology, and attention to detail of Disney World, but where the majority of the rides are substantial roller coasters, or are at least very stimulating and thrilling. A few of my tenants:
  • I would choose a location in the USA or Canada that was somewhat isolated, and where land was cheap. I'd want the park to be large enough where all of the rides could be self-contained and separate from each other. I'd also want the hypers, gigas, and terra coasters to have enough space to have smooth, enjoyable transitions and substance to their ride. I also think that having the park in an isolating area gives you more freedom from zoning and height restrictions. It also makes it more of a resort, where part of the part is staying at the on-site hotels.
  • As I was mentioning, the park is geared towards travelers and tourists, not the local crowd. It would be built within a few hours of several major cities, and have convenient bus options available to get to the park.
  • The park is not geared towards small children, but a daycare service would be provided for a small charge. There would be certain rides that pre-teens may like, but the park is not geared towards them. I would also have some "red-band" rides that would require the rider to be 17 or older to ride due to mature themes, graphic violence, adult language, and artistically tasteful nudity.
  • Upon discovery in RCT that you can make a lot more money by charging for admission and for rides, I would institute a system where guests had to pay for entry, and for rides. This way the park can make more money, and put that money into cutting edge rides and operations. Additionally, people would be cognoscente of what they were riding, and not ride unless they truly appreciated the experience. But, an advanced technologically integrated system would be used to keep track of rides. A cashless wristband that can be scanned would be linked to a credit, or a smartphone with the right app could be scanned.
  • Due to the cashless system, all personal belongings other than smartphones would be stored in lockers free of charge at the front of the park. Smartphones download the park's maps, are used to mange the user's account, and as I mentioned before, can be used for purchasing options. Each attraction is equipped with a place to drop the smart phone in front of your seat (or under if you're in the front row) that seals and locks until the ride is over. Nothing else needs to be taken on the ride.
  • The park has longer hours than most parks, but has one "dead" day of the week. Normally, the park opens at 9:00 AM, and closes at 1:00 AM. From Friday through Sunday, he park is open 24 hours a day. To compensate for the extended hours, the park has rotations for which parts are open at night. I'd also install one coaster that goes through the woods (kind of like Beast) and decree that it only runs at night time.
  • A Disney-like complementary fastpass reservation system is used. Reservations are made through the app, or through touch screens available throughout the park.
  • The park also has a lot of bars and clubs throughout it. But there is a virtual system that monitors alcohol intake and ensures that guests that have had too much are not boarding coasters.
  • For the coasters, I'd try to have well thought out, immersive story lines for many, indoor/outdoor theming, and just some coasters that are outdoors with minimal theming.
  • My philosophy is that if its not done well, you don't do it. Every ride costs the same. Each ride is a great experience in itself, and I would never force a guest to ride some lame kiddie coaster just for the count. If you couldn't get behind every single ride and defend it like its one of a normal park's best ride, its not worth making.
