In the Efteling, Droomvlucht and Fata Morgana are easily the best rides in the park. Carnaval Festival is also a must-do. Villa Volta, just because of the amazing story (that non-dutch speakers will unfortunately not understand), the great theming, lighting and music. Best madhouse I've ridden by FAR. And everybody should take some time to explore the fairytale forest. It's amazing.
In Phantasialand the obvious choices. Mystery Castle, River Quest and Talocan are some of the best rides in the park. Hollywood Tour is the only dark ride I'd classify as a must-do. It's a bit dated but very good.
Toverland and Walibi don't really have a real must-do non-coaster ride that can't be found at a different park. I'd say the rapids, Walibi's because of the unique boats (even though the actual rapid is crap), and Toverland's rapid is quite fun and has some nice theming.
